Summary

WA government seeks engineering advisory services for the Graylands Campus Project, a major mental health infrastructure redevelopment.

Tender description

In late 2020, the WA State Government established the Graylands Reconfiguration and Forensic Taskforce to guide future planning for mental health services. This informed a Department of Health business case submitted in January 2023 to address critical forensic and civil mental health bed shortages through a staged redevelopment of the northern Graylands Campus, with funding announced in the 2023/24 State Budget under the Graylands Reconfiguration Program (GRP). An updated business case was subsequently approved, securing additional funding addressing associated options for the Graylands Campus Project (GCP).

The Graylands Campus Project (GCP) is the first of an anticipated phased approach for the Graylands Reconfiguration Program (GRP), aimed at addressing the most critical system capacity issues and lack of fit for purpose forensic mental health infrastructure. It has subsequently been further developed throughout the Project Definition Plan (PDP) process, which was approved by Cabinet in November 2025, to refine its strategic justification and objectives, delivering optimised outcomes and value for money.

The GCP works will be delivered under an ECI D&C procurement model. An ECI Request for Offer was released on Tenders WA under the Department of Transport and Major Infrastructure (DTMI) on 19 February 2026 and closed on 04 March 2026. Following the evaluation period, ADCO Constructions Pty Ltd (ADCO) was awarded the ECI Contract on 23 March 2026.

The decanting and relocation of the Claremont Therapeutic Riding Centre (CTRC) currently located on the Graylands Campus, is a key interdependency enabling activity for site development readiness of the GCP Main Works. Additionally critical infrastructure upgrades to the HV, communications, water and fire mains systems is also a key interdependency in the Early Works programming. Both activities will be dealt with through an Early Works Agreement.

This Request is seeking Tenders for Engineering Advisory Services to support the State in its oversight of the ECI Phase and D&C Phase and provide expert technical advice for the duration of the GCP.

The State’s Project Team will be led by the DTMI Office of Major Infrastructure Delivery (OMID) project team in consultation with the Department of Health (Health) and its end user, North Metropolitan Health Service (NMHS).

A description of the Scope of Services is detailed in Part B of this Request.

Following award of a contract (if any), the successful Tenderer will be engaged on a Schedule of Rates basis to a capped fee and term to suit proposed duration of the Project.
