Tender description
Westport Project Office (Westport) are seeking to complete a study to determine the optimum width of the Westport navigation channel (Westport Channel). The Westport Channel refers to the channel that will connect Cockburn Sound with deep water offshore of Perth that is suitable for the transit of large container ships of 14,000 or 18,000 TEU capacity. As part of the preliminary engineering and business case development for the Westport Project, a channel design has been developed (see Attachment 1) that has options for 14,000 or 18,000 TEU design vessel. The document outlines the requirements for real-time navigation simulations to support the assessment of the channel dimensions required to support safe and efficient operation of the Westport terminal, as well as all of the other commercial and recreational boating traffic in the Fremantle Ports area of operation. Westport has specified the following objectives for this study: Determination of the minimum shipping channel width that is acceptable for all key stakeholders: Westport, Fremantle Port Authority, Fremantle Pilots. Validation of a ship simulation model for future simulations that the Westport program may require. Test effectiveness of navigational control measures, identified as part of the earlier Navigational Risk Assessment, with ship simulations. The outcomes of these tests will be used into more detailed risk assessments and to identify operational control measures.
