Tender description

Background Electrical Supply Upgrade Works (ESU4) The Public Transport Centre (PTC), constructed in 1977, is a critical operational hub for the Public Transport Authority (PTA). Now approaching 48 years of service, the facility continues to rely heavily on its original electrical infrastructure, giving rise to increasing reliability, safety, and regulatory compliance risks that threaten the continuity of PTA operations.

Independent reliability, design, and electrical load assessments conducted since 2014 have identified significant deficiencies within the existing electrical system, including:

The Basement Main Switchboard (BMSB) operating at full capacity, with no provision for future expansion; Obsolete and ageing electrical assets presenting elevated reliability and maintenance risks; and Single points of failure that have the potential to result in unplanned power outages impacting critical operations. The Project “Work Package – Electrical Supply Upgrade” (ESU4) has been developed as part of the broader PTC Critical Infrastructure program to mitigate these risks and to provide a safe, reliable, resilient, and standards ? compliant electrical supply for current and future operational requirements.

Radio Systems Replacement (RSR) - Upgrade of Communication Room PTA’s existing analogue radio system dates from the early 1990s and is approaching the end of its operational life. The system provides voice?only communications and lacks data capability, which limits PTA’s ability to adopt modern rail operational technologies. As the system continues to age, reliability is diminishing, directly impacting rail operations.

The Australian Communications and Media Authority (ACMA) has mandated a nationwide reduction in the use of the 400 MHz radio spectrum, requiring PTA to transition to a more efficient, modern radio system.

The Radio Systems Replacement (RSR) program has been established to:

Achieve compliance with ACMA regulatory requirements; Maintain and enhance the safety and reliability of rail operations; Enable increased train frequencies through the deployment of Automatic Train Control (ATC) systems operating on a data?capable radio network; and Support the deployment of additional onboard and network applications to improve passenger safety, security, and service outcomes. As part of the RSR program, existing facilities across the PTA network require upgrading to accommodate new radio equipment. One such facility is the Communications Room located in the basement of the PTC building. The upgrade of this room forms a discrete scope that may be delivered as part of this contract.

Scope of Works

The Contractor shall design (100% and IFC), supply, manufacture, fabrication, construction, installation, testing, integration, commissioning, entry into service, and achievement of final asset acceptance for the following scopes in accordance with the Scope of Works in Book4a and 4b.

Package 1 - Main Scope: Electrical Supply Upgrade Works (ESU4); and Package 2 - Priced Option Scope: RSR - Upgrade of Communications Room. The Principal will confirm prior to Contract Award whether the Priced Option Scope is to be exercised.

Where the Priced Option Scope is exercised, it shall:

form part of the Works under this Contract; and be carried out concurrently and in parallel with the Main Scope of Works; and be completed in accordance with the same contractual requirements, program, coordination obligations, and quality standards as the Main Scope of Works, unless otherwise specified in the Contract. Further detail regarding the Scope of Works is provided in PTA260037 – AS4902 (Book 4), Request for Tender – Scope of Works and associated technical appendices.

Package 1 - Main Scope – Electrical Supply Upgrade Works (ESU4) PTC Basement HV and LV Upgrade This scope includes, but is not limited to, the replacement of basement HV and LV electrical infrastructure, including, HV switchgear, two step ? down transformers, main switchboard and associated cabling and ancillary equipment.

Design documentation has been developed to approximately 85% design maturity and is provided in Appendix 01 – Design Documentations “PTC Basement HV and LV” .

Distribution Boards (DBs) Replacement This work package includes the replacement of 29 existing distribution boards located throughout the PTC that are at end of life and non ? compliant with current electrical standards.

The works are required to facilitate the safe termination, operation, and commissioning of new electrical cabling associated with the ESU4 upgrade works.

All relevant documentation including drawings, location and technical details is included in Appendix 01 – Design Documentations “PTC Distribution Board ”.

The scope of works expressly excludes the replacement or installation of any distribution boards not directly associated with the ESU4 scope of works.

Installation of New EV Charging System Provision for Electric Vehicle (EV) charging infrastructure is included as part of the ESU4 works.

There are currently five dual EV chargers in PTA storage, providing a total of ten EV supply points, and one EV charger presently installed in the PTOCC locked car park.

The scope of works includes design and installation the EV charging infrastructure to accommodate six dual EV chargers to supply twelve carpark bays.

The technical specifications of the available EV chargers and the marked ? up layout plan identifying the initial twelve parking bays are provided in Appendix 01 – Design Documentations “EV Charging System ”.

Package 2 (Priced Option) - RSP Upgrade of Communication Room This scope includes, but is not limited to, the upgrade of the Communications Room located in the PTC basement to accommodate new Radio Systems Replacement (RSR) equipment.

The works include to upgrade of the physical space, services, and infrastructure within the Communications Room.

Design documentation has been developed to 85% design maturity and is provided in Appendix 01 – Design Documentations “RSR - Upgrade of Communication Room” .

Western Power Switchboard The existing Western Power (WP) switchboard is at end of life and presents ongoing safety and operational risks. Replacement of this equipment forms part of the overall ESU4 project.

The design, supply construction of the Western Power HV RM6 Switchgear replacement are excluded from the Contractor’s scope of works and will be undertaken directly by Western Power. The Contractor is required to undertake the Contractor’s scope of works in accordance with the WP design drawing and allow for all necessary coordination, interfaces, and cooperation with Western Power to support delivery of the works.

The WP designs are provided in Appendix 01 – Design Documentations “Western Power”.

Requirements The successful Contractor must hold:

a valid Building Services Registration Number; and an electrical/electrician Licences, or able to attain the statutory approvals as required. Support Documentation
