Summary

WA Dept. of Finance contracted ArcBlue Consulting for a $161,100 web-based procurement competency self-assessment tool via open tender.

Tender description

This Request is for the supply of a web-based, whole-of-government procurement competency self-assessment tool. The self-assessment tool is required to measure users’ procurement competencies and assist in promoting a shared understanding of procurement roles and capabilities across the WA public sector. The Department of Finance (the Department) manages two key tools to aid in the development of procurement capability across the WA public sector: The Procurement Competency Matrix (PCM) – identifies and defines the technical procurement competencies required by procurement practitioners in the WA public sector. A Success Profile for Chief Procurement Officers (CPO Profile) – describes and supports high level CPO success factors by outlining role expectation, examples of key accountabilities and experiences deemed critical to individual, organisational and whole of sector performance. The PCM and CPO Profile aim to create consistency in the procurement profession across the WA public sector, targeting succession planning, staff attraction and retention, capability development and performance management. It is intended that the self-assessment tool will align with the PCM and CPO Profile and form part of the WA Government’s Capability Building Framework. Please see Schedule 2 - Specification / Statement of Requirements for further information about the Contract Authority and Customer’s requirements.
