Tender description

Early Tender Advice:

Community-based Step Up/Step Down (SUSD) Services provide short-term residential support for people experiencing mental health issues in a home-like environment close to their community, family and support networks. SUSD Services combine psychosocial and clinical services to help individuals manage their mental health, reduce the need for hospitalisation, and support ongoing recovery in the community.

The Mental Health Commission is progressing construction of a six-bed Broome SUSD Service (the Service), in partnership with the Department of Health and the Department of Housing and Works, with practical completion expected in early 2027.

The Service will be located on the Yinajalan Ngarrungunil Health and Wellbeing Campus, on Dora Street and Clementson Street.

The Service will offer residential community-based support for up to 28 days for people experiencing mental health issues, and/or who are in the early stages of recovery from an acute mental illness, with or without co-occurring alcohol and other drug (AOD) issues.

The Commission is seeking to appoint a Service Provider to manage the Service and deliver psychosocial (non-clinical) support services. A competitive Open Tender process will be used to select the Service Provider. The Commission strongly encourages responses led by Aboriginal Community Controlled Organisations (ACCOs) or Aboriginal Community Controlled Health Organisations (ACCHOs), or consortium arrangements with significant ACCO/ACCHO partnerships/leadership.

Following Service Agreement award, the Service Provider will be responsible for the facility fit out, including provision of furniture and loose-fit items. The Commission will be responsible for ongoing facility maintenance, with the Service Provider managing day-to-day maintenance.

A non-mandatory briefing will be held within two weeks of the release of the Request for Tender to the market. The Service Provider is expected to be appointed in late 2026 with full commencement of the Service by June 2027, or within three-months of Practical Completion of the facility.
