🏥 Independent Advisory Consultant for Target Operating Model - EMR

FTI Consulting secured a $49.5k contract with WA Health to advise on the EMR Program's Target Operating Model, including reviews and strategic recommendations.

The Electronic Medical Record (EMR) Program is seeking an external contractor to share their knowledge and experience with developing and implementing Target Operating Models (TOM) for Australian health care providers who have implemented statewide Electronic Medical Record solutions. Specifically: 1) Providing the EMR Program with comparative TOMs for EMRs from or for other jurisdictions they have designed, delivered, and implemented. This must be accompanied with a summary of the key differences and contexts they were delivered in, the pros and cons of each, and the real-world results. The contractor is to facilitate a series of lessons-learned workshops with the EMR Program regarding these TOMs. 2) A review and current state assessment of WA Health’s current operating model, particularly the ICT component utilising ‘as is’ definitions currently available. The Contractor will complete a review of the WA Health current state operating model, and working with the EMR Program and Project Team, identify factors and areas that will or may potentially undergo major, minor or no change as WA Health transitions to a TOM, in addition to digital capability gaps, in order to successfully implement an EMR. This includes an assessment of capabilities, policies, procedures, process maps (for similar Class 1 WA Health applications) and the current organisational structure diagrams (as is). The contractor will conduct a question-and-answer session with appropriate stakeholders. 3) Develop with the EMR Program and Project Teams, a report detailing critical success factors and key options/decisions to be made by WA Health in their development, implementation and ongoing success of a TOM for a sustainable and leveraged EMR solution.
