WA government seeks EOIs for 18-hectare Rockingham land development to boost housing, especially for Defence personnel, via Market-led Proposals.
Tender description
The State is seeking Expressions of Interest (EOI) from eligible Respondents to acquire approximately 18 hectares of State-owned land in Rockingham to expedite delivery of housing.The land is located at 1511 and 1652 Dowling Street, and includes a portion of the unconstructed Chalgrove Avenue in Rockingham. The opportunity aims to accelerate housing supply to support the growing needs of the community and workforce in the Rockingham region, in response to the expansion of key industries, particularly the defence sector.
It is expected that responses will outline concept level detail, an integrated precinct vision, and appropriate staging to allow for housing provision, commercial and employment uses, and open space and community facilities to be delivered over time. Preference will be given to proposals that optimise the entire development site.
Please note: the Mike Barnett Sports Complex is excluded from development and will be retained as a Public Purpose Reserve, along with a parcel of land in the northeast corner of the site which has been identified in the Rockingham Strategic Centre Precinct Structure Plan for future development as a strategic defence, education and employment sub-precinct.
This Invitation for EOI is released under the WA Government's Market-led Proposals (MLP) Policy . A successful respondent may be invited to proceed to the Discovery Phase in Stage 1 of the MLP process for further development of the concept and evaluation under the MLP Policy.
Responses to the Invitation for EOI will be assessed against the evaluation criteria in the MLP Policy and the extent to which the State's Development Objectives are met. The State's Development Objectives include:
expedite the delivery of quality infill housing in Rockingham, with a focus on increasing the supply for Australian and AUKUS Defence personnel; accelerate the supply of housing through efficient delivery methods, minimum timeframes and innovation; and identify opportunities and mechanisms for the delivery of social and/or affordable housing. Respondents should review the content provided in the Invitation for EOI, the MLP Policy and other supporting information attached.
