Tender description
Background Transwa is the division of the Public Transport Authority (PTA) that provides road and rail transport services to meet the needs of regional Western Australia. The Transwa network extends to Kalbarri and Meekatharra in the north, east to Kalgoorlie and south-east to Esperance, with a large portion of services cater for the major regional centres throughout the south-west of the State. Transwa has a fleet of 25 Volvo/Irizar road coaches, with 23 delivered between January and December 2016. Two new coaches entered into service in early 2022. The Volvo chassis has been maintained under a Minor Services contract for scheduled and unscheduled work with Volvo Group Australia Pty Ltd (VGA Pty Ltd) since August 2019. The fleet of road coaches are at varying ages but overall are at their mid-life and the process to procure a new fleet of vehicles will commence once a new maintenance agreement is in place. Scope of Requirement The scheduled maintenance of the 25 Transwa road coaches is comprised of three services based on the vehicle kilometres over a 12-month period. The services are: Safety Inspection Service Basic Service Annual Service All parts (Volvo) and labour costs are to be based on a monthly rate per vehicle. The unscheduled maintenance is as directed by Transwa, with quoted prices agreed by both parties prior to the commencement of the work. The Respondent’s rates are to include all labour and materials to complete the maintenance work. Actual kilometres travelled by each road coach is to be determined at the end of the first year, at which time the rates would be reviewed, and depending on the average number of kilometres travelled by the vehicles, adjusted up or down accordingly.
