PTA awarded a $4.96M panel for Quantity Surveying and Cost Estimating Services to five contractors, covering various project delivery models.

Background: The Public Transport Authority (PTA) is in need of a pool of Consultants to provide Quantity Surveying and Cost Estimating Services under a Panel arrangement. A Panel arrangement (also known as a Standing Offer) is a procurement method used that includes multiple suppliers who have agreed to provide goods or services under the same terms and conditions. These Services are to be utilised by all participating Divisions of the PTA, if and when sub-agreements/contracts are raised from under the Head Contract. Scope of Services: Estimation Services - Provide estimating services and cost advice for selected forms of contract delivery models, which may include Alliance Contacts, Early Contractor Involvement Contracts (ECI), Design and Construct Deeds (D&C), Construct Only and Design Only Contracts. Services include, but are not limited to: developing, reviewing, and certifying various types of estimates, including first principle and unit rate-based estimates, and probabilistic estimates; developing pricing schedules for inclusion in tender documents; calculating appropriate liquated damages for delays, considering critical project milestones and interfaces; updating cost estimates based on revised designs and drawings; providing cost advice and participating in tender assessments and contractual negotiations; identifying, costing, and assessing project risks and opportunities, developing comprehensive risk profiles; reviewing, improving, and developing cost estimating policies, strategies, processes, systems, guidelines, and procedures; offering ongoing cost estimation services as required; developing Target Outturn Costs (TOC); providing expertise in estimating methodology and TOC for complex projects; and remaining involved during construction for reviews, audits, and certification of cost claims. Commercial Services - Provide commercial services for a range of traditional Contract models that may include Alliance Contacts, Early Contractor Involvement Contracts (ECI), Design and Construct Deeds (D&C), Construct Only and Design Only Contracts. Services include, but are not limited to: providing cost advice during tender assessments, including preparation of Bills of Quantities; evaluating contractor construction programs, preferably using specific software like Primavera, and provide advice on claims and variations; identifying and assessing contract management risks and opportunities, developing and certifying contract management plans; and conducting site visits to assess progress claims. Related Services - The following services may be required and include but are not limited to: developing and conducting training programs related to estimation and contract services; participating in value engineering workshops, offering recommendations for cost savings; leading risk management workshops, utilising tools like Monte Carlo assessments; reporting on workshops outcomes and provide additional services as needed; organising and preparing materials for presentation and workshops; and provide other services as deemed appropriate by PTA Projects Managers.

The Public Transport Authority awarded a panel arrangement for Quantity Surveying and Cost Estimating Services, with an estimated value of $4,958,910, through an Open Advertisement procurement method. The winning contractors are Aurecon Australasia Pty Ltd, Rawlinsons (WA) (The Trustee for Rawlinsons Roberts & Partners Unit Trust), Rider Levett Bucknall WA Pty Ltd, The Advisory Group (TAG (The Advisory Group) Pty Lyd), and Turner & Townsend Pty Ltd QBE House.
