Tender description

Together with the Department of Health, Health Support Services (HSS) is establishing a system-wide, shared data platform for WA Health, including the associated governance, processes and services to support its scalability and sustainability. The WA Health Data Platform (WA HDP) will enable faster and more informed decision-making across WA Health, as well as improve system efficiency and enable innovation, through the power of insights. The platform will change how people access and integrate data, and it will support a common understanding of data across the system. The WA HDP Program will develop the foundation for a scalable and extensible enterprise data platform that will provide a common source of truth for reporting across the WA Health system, and improve experiences for consumers, through the power of data. The Program is being delivered via the following streams of work running concurrently: • Data Ingestion and Modelling (DIM) • Platform Architecture and Capabilities (PAC) It has been identified that these projects need the services of a suitably skilled and experienced data engineer to complete the following: Setting up data ingestion processes into the Snowflake data warehouse, using Oracle GoldenGate and Matillion solutions, and supporting transition to the BAU support team. Implementing automatic job monitoring, triage, and issues resolution activities. Establishing data integrity monitoring and associated process improvements. Ensuring the delivery of robust data ingestion processes and supporting data lifecycle management activities. Developing and supporting data modelling activities. It is expected that the suitable data engineering resource will have the following knowledge and experience: Extensive experience in delivering robust and scalable data ingestion pipelines using both near real time (Oracle GoldenGate) and batch (Matillion) solutions. Experience in data warehouse monitoring and data lifecycle management activities utilising Snowflake warehousing. Experience in data modelling techniques, such as Data Mesh, Inmon, Kimball. Demonstrated experience in cloud-based Data Warehousing as a Service (DWaaS) using Microsoft Azure, Snowflake, Matillion, Oracle GoldenGate, AWS. Advanced technical experience in SQL. Demonstrated experience with DevOps and Git code management. Respondents will be asked to provide a rate card for suitably skilled and experienced resources who can deliver data engineering services under this arrangement. Services are expected to be delivered on a full-time basis (8 hours/day) working at HSS’ premises, with some flexibility to work from home. The contract will clearly identify the following: There is no guarantee of work on award of the contract. Services will be delivered under agreed work packages which will clearly identify the scope, deliverables, timeframes, and costs. Services will be delivered via suitably skilled and experienced specified personal, working under HSS’ direction. Services will be charged on a time-based arrangement with timesheets required to be submitted to HSS for approval
