Tender description
The Central Information Point (CIP) is a key action emerging from the Strengthening Responses to Family and Domestic Violence - System Reform Plan 2024 - 2029 (System Reform Plan) and multiple system reviews highlighting the need for consistent, timely information?sharing across agencies to improve safety, risk assessment, risk management and workforce coordination.
Government and non-government agencies collect a range of information about people involved in family violence related incidents. This information is contained within individual agency systems and is not currently linked or able to be collated in a systematic way.
Department of Premier and Cabinet is the responsible agency for development of a data asset to enable specified information (data product) to be collected from these individual systems to support and inform risk assessment in family violence cases.
In 2025, Department of Communities led a series of consultations with stakeholders across government agencies, community service organisations and Aboriginal Community Controlled Organisations to guide development of a service model to support information sharing for risk assessment and risk management in family and domestic violence cases.
Informed by the consultations, a high?level blueprint for the CIP service model was completed in 2025, the 2025 blueprint proposes a hybrid model combining the secure digital information portal (data asset) with a central insights team (CIP Hub), a multi-disciplinary team to curate intelligence and support triage and coordination.
Therefore, the Contractor will lead a comprehensive co design process with government agencies, community service organisations, Aboriginal Community Controlled Organisations, Aboriginal Adviser/s and people with lived experience to develop a detailed service model, operating model and pilot plan.
