Tender description

Scope of Work South West Development Commission (SWDC) requires consultancy services to undertake a robust need assessment and develop a concept design for an Aboriginal Cultural Centre, hereafter referred to as the ‘Living Knowledge Centre’. Final deliverables must be based on outcomes of strong engagement with the local Aboriginal community and other key stakeholders. The concept should consider the surrounding assets and tourism opportunities to further establish Mangrove Cove as the iconic entry statement to Bunbury that celebrates culture, environment, and recreation. The concept design of the Living Knowledge Centre will include considerations of operating models and revenue generating business streams, development constraints and requirements and a high-level cost estimate(s). The consultant will compile the outcomes of consultation and design into a complete report. The following mark the broad requirements to be completed in the report: Conducts targeted stakeholder consultations and undertakes robust needs assessment for the proposed Living Knowledge Centre, including a comparative analysis of similar cultural projects and outcomes, and investigation of compatible uses to define a holistic and well considered opportunity. Defines the footprint for each of the internal activity areas, ensuring alignment with existing infrastructure, planning regulations and other relevant constraints (e.g. contamination, environmental conditions, tenure). Demonstrates how the Project Site integrates with the surrounding environment and local tourism zones and CBD. Develops a conceptual design for the proposed Living Knowledge Centre, detailing key spaces, overall layout and design elements, along with a high-level cost estimate. Examines operating models and revenue generating streams to ensure operational costs of the preferred concept are understood. Provides recommendations on site preparation and infrastructure works required to become a shovel ready development area.
