Tender description
The main scope components consist of: 1. TOD Options Investigations a) Investigate two Concept Design Options for mixed use development (TOD) adjacent to the proposed Nicholson Road Station; • Option 1 - TOD generally in the area of the existing proposed at-grade station car parking that retains the existing Willow Pond Reception Centre building (on part of adjacent Lot 887) and its associated grounds which include a Japanese garden, lake and carpark. • Option 2 – TOD in the area of the existing proposed at-grade station car parking and on adjacent Lot 887 (the land currently occupied by the existing Willow Pond Reception Centre building and it associated grounds). b) 800 – 950 car parking bays to be provided via a multi-storey car parking adjacent to the rail reserve / proposed Nicholson Road Station. c) The station precinct to include Lots: 887, 888, 889 and Pt57. Existing police station on Lot 890 and associated site remains. Vehicular access to the proposed station in both design options shall be via an access road off Tulloch Way through Lot 887 in lieu of the current proposed access road off Nicholson Road. Bus interchange and station car parking access to be reviewed and designed to meet stakeholder requirements. d) TOD to provide high density residential mixed use with mix of apartments and town houses (including possibly some low income housing, convenience retail, and light industrial if appropriate). 2. Property Economics Analysis Part 1 - Residential Market Depth Analysis a) Define a demographic and residential sales catchment for a suitable area that provides the geographical context for the Nicholson Rd TOD site. b) Provide a high level analysis of the demography and population trends for the catchment that considers projected population growth and key demographic elements including but not limited to age cohort profiles and distribution, household mix and dwelling tenure. c) Analyse historical trends in sales volumes and median prices for houses and units in the catchment / corridor d) Profile the pipeline of apartment density development within the corridor Nicholson RD TOD Planning & Market Analysis Draft Proposal. e) Identify success factors for effective TOD / Density residential developments (e.g. site characteristics, locational amenity, competing retail supply etc.), and provide a high level assessment of the site’s potential against these criteria. f) Profile density development price bands across the comparable developments / geographies and offer a high level view on the market positioning potential of the Nicholson Rd site. g) Based on the residential analysis, offer a view on the market potential for density product delivery relative to alternative residential product. h) Provide three benchmark case studies of effective TOD development that might be applicable to Nicholson Rd 3. Property Economics Analysis Part 2 - Retail Market Potential Analysis. a) Define a retail catchment for the retail / commercial components of a Nicholson Rd TOD. b) Profile prospective user groups for the TOD retail / commercial (i.e. residents, workers, commuters) c) Based on the demographic catchment and population projections defined in the preceding stage, develop a high-level analysis of the supportable retail floor space in the Nicholson Rd TOD. The catchment analysis would establish (with reference to sqm per population benchmarks for TOD developments) what the retail space might optimally be. d) Compare the high-level estimates of supportable floor space with the current provision of retail and commercial floor space within the retail catchment e) Identify any potential gaps or opportunities for mixed use commercial / residential. f) Develop a retail / commercial service provision success factors matrix and assess the Nicholson Rd site against this matrix. g) Suggest optimal retail and commercial uses for the site. h) Expand the case studies in the residential component to incorporate TOD retail delivery. 4. Planning Analysis a) Provide guidance on changes required to the state and local planning frameworks by undertaking scheme reviews on the concepts prepared. b) Provide advice on future planning work that will be required (scheme amendments, structure planning etc.) in order to deliver non railways based land-uses. 5. Updated Station design (Train Station and Bus Station) – rework previous project definition station design to address; a) Update access strategy as developed during the design stage, b) Station interface with multistorey carpark, c) Station interface with TOD d) Existing services access and protection requirements. Station design to avoid station being impacted upon by future maintenance or access to third-party services. e) Interface with PSP 6. Traffic impact study – Traffic Engineer to assess impact of introducing TOD into area and defining maximum traffic volumes feasibility to also inform extent of TOD that is feasible. a) Existing major services impact analysis – e.g. BP fuel line and APA gas line implications. Consultant team to have workshops with BP and APA to discuss what is feasible and how concept design addresses their requirements. b) Civil concept design of immediate road network arrangement, pedestrian pathway network and site drainage options to service Station, Bus Interchange, Multistorey carpark, PSP (including grade separated connection across Nicholson Road) and TOD site. c) Traffic Engineer to update the existing traffic model for Nicholson Road to confirm expected performance (and address suitability of the intersections) based on initial concept yields for the TOD. d) Conduct a sensitivity test to calculate the maximum yields for the area based on what the network is expected to carry to help inform the TOD yield analysis e) Provide Traffic Engineering input for car parking, bicycle parking and EOT requirements for the TOD. f) Liaise with PTA’s QS to assist the QS in establishing Class 5 cost estimates for the concept design options. 7. Benchmarking rail station TOD examples from Australia and internationally.
