Tender description

The Public Transport Authority (PTA) is seeking the services of a suitably experienced and capable specialist to assist with the planning, procurement and delivery of the PTA’s Urban Art Program over the next 3 years. The PTA Urban Art Program was implemented in a similar form for the first time in 2024/25 and delivered a total of nine new murals on the Yanchep, Midland, Armadale and Mandurah lines. This program enhanced more than 2,100m2 of public transport infrastructure and involved twelve artists (including two Aboriginal artists) and two schools in its delivery. (See attachment PTA260014 - Urban Art Program 2025 - Summary of Outcomes) PTA is looking to maintain the momentum established through the 2024/25 program and has allocated capital funds for a similar program of mural commissions, to be delivered annually over a three-year period. The proposed investment over three years should deliver up to thirty new murals involving at least as many artists, visually enhancing approximately 5,000m2 of public transport infrastructure and engaging with several schools and other community groups where appropriate. PTA Urban Art Program Strategic Alignment The PTA Urban Art Program Aligns with the following PTA Key Results Areas (KRAs) and Strategic Goals: KRA1 – Goal “Deliver safe, clean and environmentally friendly integrated public transport services.” Urban art outcomes improve the cleanliness, visual amenity and general ambience of PTA sites and facilities, contributing to patrons’ and communities’ feelings of safety and satisfaction with PTA services. KRA2 – Goal “Strategically plan and manage assets to meet business needs.” Considered application of urban art is a preventative measure that may over time reduce reactive graffiti management at treated sites – resulting in more sustainable management of PTA assets and facilities. KRA3 - “Position the organisation as a positive contributor to the community.” Program celebrates the talents of the State’s community of artists (including Aboriginal artists) and positively engages with the community to address and divert young people from unsafe and criminal behaviour on the network.
