Tender description

Background Programmed Facility Management Pty Ltd (PFM) on behalf of the Public Tranport Authority (PTA) and Transperth are seeking tenders from suitably qualified and experienced contractors to provide truck mounted generators to act as backup power.

As part of the Public Transport Authority ongoing commitment to sustainable energy initiatives and reducing environmental impact, the PTA bus fleet is transitioning to electric buses (EVs). The PTA currently operates two EV-enabled depots, with additional sites planned for future deployment.

EV buses are allocated and operated based on charging cycles, requiring vehicles to return to their respective depots throughout the day for interim charging between shifts, as well as overnight charging. At present, charging infrastructure is limited to each bus’s designated depot.

Although network reliability is typically maintained at approximately 99.937%, with an average annual outage duration of 333 minutes per year, any extended power outage exceeding 5.5 hours would have a significant impact on bus operations and service continuity.

Future EV sites are expected to incorporate dual-feeder power solutions; however, this does not provide a fully guaranteed level of supply redundancy.

To mitigate this operational risk, the PTA is investigating the implementation of a fleet of mobile generators mounted on heavy rigid (HR) trucks, enabling rapid deployment and connection to affected sites when required.

Scope of Works Prior to full design and implementation of the truck-mounted generator solution, PTA is seeking expressions of interest (EOI) from suitable qualified contractors to better understand industry capability, capacity and experience in delivering projects of a similar scope.

Interested parties will be required to submit information addressing the criteria outlined in this expression of interest. Submissions should include detailed responses relevant photographic evidence and client references

Following the EOI, successful applicants will be invited to procced to the second stage of procurement, which will include the submission of methodology and pricing information.
