Summary

Community-based Step Up/Step Down (SUSD) services offer short-term mental health support in a home-like, community setting. These services combine psychosocial and clinical support to assist individuals in managing their mental health, avoiding hospitalisation, and maintaining their wellbeing within their communities.

In summary:

Step Up services provide additional support for a person to manage a decline in their mental health, where an admission to hospital is not required; and

Step Down services provide support for a person who has received hospital care and no longer requires that level of care but could benefit from some additional support to help them re-establish themselves in their home and community

The Commission is working to establish a six-bed SUSD Service in Broome within the Yinajalan Ngarrungunil Health and Wellbeing Campus. The Commission is working in partnership with the Department of Health (DoH) and Department of Housing and Works (DHW), who are responsible for the construction and capital works of the purpose-built facility (the Facility). Subject to construction timeframes, Practical Completion of the Facility is anticipated to be early 2027.

This new six-bed service will provide short-term residential support for up to 28 days within a recovery-focused environment. It forms part of an evidence-based, early intervention model designed to support individuals experiencing mental health decline or in the early stages of recovery from an acute mental illness, with or without co-occurring AOD issues.

The successful Service Provider will deliver non-clinical psychosocial support services and manage the day-to-day operations of the SUSD Service. The clinical support services will be delivered by the WA Country Health Service (WACHS).

The Commission strongly encourages Offers from Aboriginal Community Controlled Organisations (ACCO) or Aboriginal Community Controlled Health Organisations (ACCHO) as ACCO/ACCHO-led services, or, where a non?ACCO/ACCHO is the lead entity, consortium arrangements with significant ACCO/ACCHO partnerships/leadership.
