The Leavers Program is an annual event for school leavers each year. It is a collaborative initiative involving several Western Australian Government Departments and not-for-profit organisations. A large part of Leavers Program is the Leavers Entertainment Zone (the Zone), which is a festival type event held on vacant land midway between the southwest towns of Busselton and Dunsborough. The Zone operates Monday to Thursday nights, which hosts bands, DJs, show rides and food trucks. Typically, 8,500 Leavers will visit the Zone every night. The Department of Health (DoH), via the Disaster Preparedness and Management Directorate (DPMD), coordinates the health response for the Zone. The First Aid post in the Zone typically treats between 119 and 190 young people each night during the event. The Department of Health seeks assistance from an external provider to deliver this critical service. The expected services include provision of a patient transport vehicle (ambulance) and paramedic skilled staff.
